^^^ MNRE has been a quite 'weak' ministry since its inception. The policy inputs suggested by it were excellent and were praised by the erstwhile PC which did attract several investors with huge capital (suzlon too). But mindless activism shown by MoEF and regulators' non-accountability were biggest roadblocks. The unavailability of wind plant equipments' indegenious manufactureres was also an issue which is expected to be countered by MII.

As part of the amendment to the Electricity Act, 2003, the Ministry of Power aims at segregating carriage and content in power distribution. Under the separate carriage and content model, one company would own the network while electricity supply would be done by different entities. At present, power discoms supply as well as manage network that provides electricity for residential and commercial purposes.
Question - What is the difference between T&D losses and AT&C losses ?
1) T&D loss is transmission and distribution loss while AT&C loss is Aggregate Technical and Commercial losses 2) T&D losses are technical in nature and concerns with transmission and distribution of power and they are inherent losses in the system. while AT&C losses combines all external as well as inherent losses of the system. T&D losses mainly confined to areas such as inefficient conductors, corona, reactive power,load management/balancing etc.. while AT&C losses includes T&D losses as well as external factors, like theft, defective billing/metering. 3) currently T&D losses are at 23% ,while AT&C is slightly higher (~ 27%)

any other advantages of this step?
1. In line with min govt max governance 2. Power 'infrastructure' sector is consolidated 3. Currently Power sector regulators submit their annual reports/other accounts to the govt but a draft regulatory reform bill plans to extend autonomous power to infrastructure regulators of the nation. Infrastructure regulators such as TRAI and CERC will have to now be answerable to Parliament. The regulators of electricity, post, airports, highways will now have to submit annual reports to Parliament and be legally accountable. Coal linkages are provided to many industries under supervision and control of various ministries. BUT the power sector was facing maximum crunch and was a critical sector 4 development hence coal+power together 5. So do you mean to say that the loss associated with theft, billing/metering, non-recovery of payment is only ~4%? That sounds too low, doesn't it?
