The Department of Administrative reforms and Public Grievances has decided to implement major changes in age limit and number of attempts from CSE 2015. The major changes are as follows:
1.) It was decided that the upper age limit should
26 years for Unreserved Candidates, 28 for OBC, 29 for SC/ST Candidates with additional 2 years for Physically Challenged in each category.

3 for Unreserved Candidates, 5 for OBC, 6 for SC/ST Candidates with additional 2 attempts for Physically Challenged candidates in each category.
(Point 11 in the PDF)The above provision regarding reduction of upper age limit and number of attempts will be implemented from
Civil Service Exam, 2015.
It was decided to retain 1st August in the year of examination as the cut-off date for the eligibility as recommended by 2nd ARC.

may not be reviewed further for now since changes have been implemented very recently.

It's the old pdf that came out in the last few days of UPA. Protests have happened for high-handedness and will happen again if this is implemented.
If this were to be true then very few doctor would get an opportunity for this. (Entering MBBS at 17 minimum and finishing graduation+internship in 5.5 years at the age of 22.5 (23) - 3 shots till 26.) That's 3 shots in 3 consecutive years as opposed to 3 in 6 years for people from the general stream graduating at 19-20. Grossly unequal opportunity. Same applies to lawyers, many engineers, etc.
Add to that the number of years spent in getting in. People from poorer/underprivileged backgrounds would probably graduate later losing shots for age.
Again, reducing the age limit for reserved categories from 35/37 to 28/29 is practically political suicide.
Doing all this in just one year (after granting extra years and attempts for csat) would really break the camel's back and protests would rage like hell-fire. People who would lose shots would not take this lying down. It's a matter of life and death for every serious aspirant.
Starting all this again would be unbelievably foolish and self-defeating, especially with Bihar going to polls next November (well after prelims) where CSE is everything.
