Finance Minister P. Chidambaram made the right noises on Friday, threatening to administer some bitter medicine, read withdrawal of tax sops, in this fiscal itself. The consequences of missing the fiscal target are high for India, and the deficit must, therefore, remain a hard budget constraint.
