You are correct. I was wrong to think that rank 300 needs to be ~700 better than the last general candidate because the last general candidate is only at rank ~650
Statistical distribution of results is usually bellish. In a competitive exam with cutoffs, the curve of selected candidates will still be bellish but skewed with mean closer to the lower side. So clustering will be much heavier at the lower end i.e. closer to the cutoff. Last year, Rank 87 and 300 were 53 marks apart. This time it could be ~60 marks because of relatively light clustering due to distance from the mean. Can be a possibility. As far as cutoff 770 and rank 300 at 790 is concerned, its possible too. Last year, last ranked general candidate and rank 300 were ~30 marks apart. This time due to closer clustering, it might come down to 20. So, now that I have given it some thought, the info does seem to make sense.

But what you seem to suggest is not a bell curve but a berlin wall !!! (with 770&790 forming either sides of the wall)
