    I find it curious too but not completely unreasonable. I can also argue that a position of DM should not go to someone based on his performance in a mere exam. Is it the best measure of someone's administrative capability? ... The whole point is that we have a system which has its benefits and its flaws. IAS officers have an advantageous position and because of that, they learn an incredibly lot more than many others. Being a secretary of a department doesn't only need technical competence. And if all requirements are assessed, may be an IAS officer is better off than a specialist even if being worse in the technical aspect. Who knows? You seem to be sure of what the requirements of the position are. I am not.

    Moreover, It is in no way useful to either of us to discuss it any further. So, please excuse me. In my view, what I read was Alice's argument and irrespective of how convincing it sounds, unless I know of the arguments of Bob and Carla, I can't make a judgement. That was the relevance of the flute story!

    I would hope that more efficient officers would create conditions to dispense the justice that Sen talks about : more flutes maybe.
