The general elections are being held in many phases. My doubt is that why is the distribution of phases so random? Phase 1 covered only few constituencies in N-E, phase 3 covers 91 constituencies in mainly hindi speaking areas. There doesn't seem to be any consistency. I mean, if the elections were being conducted in NE, wouldn't it be prudent to cover as many states/constituencies as possible in one single phase?
@invader but if there is a shortage of paramilitary, holding election statewise will be more efficient.. Because minimal movement will be required at one time.. Correct me if I m wrong...
I think there maybe other problems within the constitutency like preparation of ballot papers,assigning poll duty,location centres,other standard procedures etc.In karnataka they dont want forest staff to work on election duty as they want to watch out for forest fire.
