The problem of extreme protocol in government service

Through my personal experiences and interaction with ppl from others, it seems that there are certain departments where the problem of protocol and so called ji huzuri is crippling the organisation. This is mainly prominent in Railways and defence. Simple things like arranging food, alcohol and maintaining guest houses has taken so much of centre stage that it is demoralising the enthusiastic young work force. I wanted to know are there any departments where this isn't as big a problem. What is the condition in foreign, revenue and civil administration?

  • The condition is indubitably crippled if one's at the subordinate level, irrespective of the department. The jee-jujoori culture is hard to go by, as it's so deeply entrenched within our system. So, the frenetic clamor for upsc is visibly understandable. It's the pathway to escape the cesspool of constant torment.

    The usefulness or uselessness of this thread is based on the fact that this very issue is going to consume a lot of time of people in service. Though it may seem futile at this point but it affects someone as much as red tapism and corruption.

    All the persons with whom I have interacted were upsc qualified, junior scale officers.
