Give yourself one year..... Do your best... Forget abt everything...jst remember that u r there for 1/2 yrs only with clearcut 'exit plan's.......... Then attempt exam... It will give you right picture of your capabilities.....i hope u will get selection if u give ur 100%.....even if u fail it will give u chance to rectify ur errors.... In this scenario u can get selection in 1/2 exam cycle...... In second case..... 1----merely appearing in exam like this where 8 papers are of subjective type without any preparation can lead to demotivation. 2--no actual picture of ur capabilities 3----can result in 'trap' in this vicious cycle of exams...... 4---haphazard prep, giving mains then waiting for next year's exam could take a toll in next pre also..... Result anxieties are always there.... So analyse both options, decide yourself... Just make a proper entry and exit plan to save ur potential for something else in future....

In my opinion , go for the exam which is nearest upsc/uppsc ..dont wait for next year ...long plans dont work , syllabus is never completed U will be on ur toes if the exam is after 2 months ..in case u fail in pre , no worry next year is urs ...in case u pass in pre ...ur mains prep will b done ..plus u will get experience of writing mains too

Uppsc17 bhai has presented a strong case for the former option. He is a selected candidate in Pcs 17 with a very good rank so you can count on his suggestion.
Now, it is a thread pertaining to up pcs and I assume that your query is for this very examination. Some important points to be considered before you should make a decision are
1. There is this obvious advantage of much more focussed studies when you have an "immediate target". 2. Prelims can be Dicey. In UPSC , it is "Fairly common". Up pcs is also getting difficult day by day given the similar syllabus as UPSC now. 2 years of preparation and a single bad day. Stakes will be really high. 3. Unlike UPSC, attempts arent limited in Pcs. You stand to lose nothing. 4. PCS has a really bad reputation when it comes to punctuality of conducting examinations. You might end up having fairly sufficient time to finish respectable amount of syllabus given the uncertainties. 5. Given the current scenario , it is not advisable to bet very high on pcs vacancies 2 years down the line.
If you havent started with your preparation at all, it will be suicidal to follow second approach. However if you have got the basics covered , you might wanna give a thought to the above mentioned points. Ultimately, people succeed both ways and they fail both ways too. All the best .
