New definition of 3-Language formula

Today I learnt of a new definition of 3 language formula. I had known it to mean learning 3 languages in school - English, Hindi, Mother tongue. And in UP, Hayana, Rajasthan, MP the local languages not being included in eighth schedule are not part of school curriculum. The article says instead of mother tongue the formula stipulated a Hindi/south division meaning 'Hindi' states were supposed to undertake any southern language and not their mother tongues whether they be in 8th scedule or not. I also want to know which ones are the Hindi states? Where did Punjab, Gujarat, Maharashtra, Bengal, Assam lie in this Hindi/southern language division? Where does Bihar stand which has at least one of its languages in 8th schedule.
