So for further investment and improvement in agri, the CoM was dependent on the executive for funds through finance min. 2. Women were granted the right to vote but there was no adult suffrage. Less than 10 percent of the population was eligible to vote for state L and less than 1 percent could vote for central L. 3. There was no responsible govt at the central L. Governor general ran the executive with the help of his ex council. 4. In the central L, the elected non official members were still in minority.
