I am of firm view that Cabinet's answer cannot be "collective responsibility to people".Cabinet system is not the part of parliamentary democracy alone.And even in Indian context,question does not equate cabinet to council of minister.(Check hindi translation it refers to mantri mandal not mantri parishad) And cabinet system is associated with PM NOT with people.It executes collective responsibility of CoM and NOT ensures it.
