Can I write prelims and still join Foundation Course , If I think I'll not clear the prelims ??

Guys , I have got rank between 360-370 in this year CSE.
I am not much confident this year of clearing prelims. So even If I give prelims and I realize that I may not clear it , so can I join FC .
Would UPSC come to know whether I have given prelims ?
What is the real criteria for allowing to join FC ? Is it the desire to write Mains ? Or is it that candidate should not even have written prelims itself , irrespective of whether they want to join FC or Not after writing prelims ?

You can appear in prelims this year.
If score less then go to FC.
If score more continue your prep.

You can't appear in mains if you join FC.

But I heard from seniors that they you have to give undertaking that you have not written prelims ?
