Why there are so many exception to F.r in case of availabilty
For example:- Protection of Right to freedom is available only to citizensand to shareholders of a company but not to foreigners or legal persons like companies and corporations.

Rights under Article 17 is available against private individuals
Aeticle 15 prohobits discrimination by state

Second provision prohibits discrimination only by state and private individuals
Discrimination only on grounds race religion sex prohibits discrimination by state only.
