Maybe the toppers (say top 3) are deliberately chosen to be those candidates (who have otherwise scored well to merit a place in top 10) who can play a role in strengthening the narrative of nation building by being a beacon of hope for others.

Ek panth do kaaj If someone who is anyway going to get IAS on account of his performance in the exam is given a good rank so that he can inspire the youth from a particular region to tread along the path of democracy and shun violence or discriminatory practices then I think it is acceptable but if it is a tool to further deepen the various fault-lines in our society then it is not.
