    Strict hierarchy.
    Laws get more importance over ethics.
    Rigid operating procedures.

    It's red tapism. Policies and plans are made but when it comes to implementation and execution it is not so.What CM stated in the news, he perhaps was referring to the elitist nature of bureaucrats.

    Bureaucratic attitude /Bureaucratic mindset etc today have got pejorative connotations ..there are many terms used to criticise bureaucracy generally. Few are -

    1) Colonial Hangover - means still colonial mindset..khud ko master maan na public k upr etc


    2) Ivory tower mentality


    3) Arms Chair policy making


    4) Rent seeking tendency


    5) Rule/Process centric ie Redtapism (not people centric)


    6) Secrecy driven (no transparency openness etc culture)


    7) Intellectual Arrogance ..jese hmko 3 4 saal upsc ki teyari krke lgta h "ONLY WE UNDERSTAND WORLD.. BAAKI SB TO C**** H !!!"


    8) Power hungry


    9) Rigid/Status-quoist mindset


    10) Hierarchy driven


    11) Generalist orientation ( ex scientist ko question pu6te h Einstein ne kya theory di thi explain kro..hme to sb aataa h !!!)


    etc etc... koi ant nhiiii criticisms ka..bsss yhi h ki Modern jmaanaa h to ye sb bdlnaa pdegaa..Good Governance isi se aayega..Minimum Govt Maximum Governance vision etc etc..

    But there is a different dimension you are missing.
    yeah you may be true about in todays cynical world bureaucracy is not behind and . But there are genuine points you missed in Bureaucratic attitude vs democratic attitude. and are not necessarily "pejorative connotations".

    E.g :
    Professional ethics vs personal conscience ethics/social norms. as bureaucrats work with several departments having specialized operations.
    eg. medical ethics, secret service.

    These means that larger public good, or national security , or even international relations , law and order priorities.
    do create situations where "Bureaucratic values" differ and appear in form of "std. op. proceedures" and code of conduct rules.

    these rules are made by legislature for proper functioning of delegated powers. This indirectly adheres to democratic functioning.

    correct me if anything remains or is erring.
