Can we obtain Mains answer sheets of Ours as well as of Others Under RTI from UPSC & State PSC?

This question pertains to my experience with Punjab State Public Service Commission (PPSC) but please answer w.r.t. UPSC also.
Recently I filed two RTIs with PPSC, First one to obtain my own Mains answer sheets and Second One to Obtain topper's. They said that they will provide mine only But I cannot obtain any other's answer sheets as this constitutes 'Third Party Information'.
Now, logically it seems to me that their reluctance to show any other's answer sheets defies and fails the very purpose of RTI no matter whatever this constitutes 'Third or Fourth Party Information'.
What is the use if one can see only his own data/documents. (That means aap sirf wahi dekh sakte hain jo aap pehle dekh chuke hain). Kindly shed some light on actual provisions of the act & how does UPSC deal with such situation?
Also Topper's answer sheets are not his intellectual property after he has got a public service seat using them.
Bhai atleast we should come to know aakhir log actual mains mein kya likh dete hain? (Why should we depend on their mock answer sheets why not on actual exam sheets?)

app wo dekh sakte h jo aapne kiya h ..aur aapko kitne marks mile h.. dusro k personal information koi bhi law aapko nhi de sakta h.. jo aapne kiya wo chk kr sakte h ki glt h ya sahi... par kisi aur ki information par aapka right nhi hai

Bhai lekin-
Pehli baat, jab ek bande ne ek Public Commission ke Public test mein Paper likha, jiski vajah se vo ek Public Authority/servant bana to vo paper personal kaise raha?

Doosri baat agar RTI se main wahi dekh sakta hun jo maine khud hi kiya ho, to saala iska fayeda hi kya? Bhayee jo maine likha vo to mujhe pata hi hai. Main to ye dekhna chahta hun ke kya topper ko khaaali paper chhorhne pe bhi topper to nahin bana diya????
Agar RTI ye kar hi nahi sakta to iska to koi purpose hi nahi hai.

Teesri aur aakhri baat- Bhai jab hum RTI se kisi bhi Public servant ki income aur uske paas kitna sona hai ye vo sab nikalva sakte hain to Paper dekhna to transparency ko establish karna hai.

It's better to not to reveal photocopy of answer sheet of candidates as it would disrupt annual exam cycle of UPSC because of litigations by candidates.

ofcourse, 100% u can see ur own copy in UPSC as well as uppsc.

i hv seen my uppsc copies.

also u can watch dp aggarwal interview, in which he clearly mention that one can see his her upsc copies.

bhai nhi dikha sakta koi bhi..dusro ka bhi toh right h apni copy par..tum bolne lago ki.. uska phn no bhi de do address bhi de do... kyu dikhaye wo tumhe kisi aur ki copy..ye btao..kis haq se dekh bol rhe ho mujhe uski copy dikhao.. agr checking process pe shaq h ..ya koi proof h toh uske liye aap court ja sakte h..par kisi dusre ki copy k liye koi aapko nhi allow kr sakta

Firstly RTI ka kaam aapko information dena hai, transparency lana hai. Toh wo aapko aapki copy denge simply cheak krne ke liye. Secondly, kisi topper ki copy reveal karna uss topper ke apne discretionary power ko challenge karta hai Kyuki usne khud ko public domain me ni rakhna chaha hai. Thirdly copies comparitively cheak ni hoti toh agar wo banda aapko copies dikha bhi de toh bi koi fayda ni hone wala. Fourth baat ye ki copies usne public servant banne se pehli likhi hai bhai, so going by simple logic aapka uski copy pe claim ni banta. Apni copy aap analysis purpose k liye dekh sakte ho. Public servant k paas accumulated wealth uski service ka result hai aur uski service aur service k dauraan kiye gaye kaam ye sab public domain me ho sakte hai,wealth ka audit bhi ho sakta hai.Uske kaam bhi publicly accessible hai. Lekin copy uski apni intellectual property hai jo public domain me count ni ho sakti hai. Another reason -agar har banda ek dusre ki copies dekhega to permutations ke hisab se laga lo kitni RTI ho jaengi jo bohot jyada chaotic hoga. Simple! CBSE ka alag funda hai jo topper's copies bina mannge site pe daal deti h.. bt bro this is PSC exam. Agar apni copy dekh ke koi fayda ni toh RTI na daal bhai.. PSC exams(jo highly subjective hai) me mains aur interview sbkuch bilkul alag kahani hai.
