This question pertains to my experience with Punjab State Public Service Commission (PPSC)
but please answer w.r.t. UPSC also.Recently I filed two RTIs with PPSC, First one to obtain my own Mains answer sheets and Second One to Obtain topper's. They said that they will provide mine only But I cannot obtain any other's answer sheets as this constitutes 'Third Party Information'.
Now, logically it seems to me that their reluctance to show any other's answer sheets defies and fails the very purpose of RTI no matter whatever this constitutes 'Third or Fourth Party Information'.
What is the use if one can see only his own data/documents. (That means aap sirf wahi dekh sakte hain jo aap pehle dekh chuke hain). Kindly shed some light on actual provisions of the act & how does UPSC deal with such situation?
Also Topper's answer sheets are not his intellectual property after he has got a public service seat using them.
Bhai atleast we should come to know aakhir log actual mains mein kya likh dete hain? (Why should we depend on their mock answer sheets why not on actual exam sheets?)

Pehli baat, jab ek bande ne ek Public Commission ke Public test mein Paper likha, jiski vajah se vo ek Public Authority/servant bana to vo paper personal kaise raha?
Doosri baat agar RTI se main wahi dekh sakta hun jo maine khud hi kiya ho, to saala iska fayeda hi kya? Bhayee jo maine likha vo to mujhe pata hi hai. Main to ye dekhna chahta hun ke kya topper ko khaaali paper chhorhne pe bhi topper to nahin bana diya????
Agar RTI ye kar hi nahi sakta to iska to koi purpose hi nahi hai.
Teesri aur aakhri baat- Bhai jab hum RTI se kisi bhi Public servant ki income aur uske paas kitna sona hai ye vo sab nikalva sakte hain to Paper dekhna to transparency ko establish karna hai.

also u can watch dp aggarwal interview, in which he clearly mention that one can see his her upsc copies.
