Doubt regarding language of question asking for statements which are not correct

Below is an example question from Vision test series:

With reference to Cripps mission consider the following:
1. It was sent to India to end the deadlock between Congress and Muslim League.
2. Its proposals were rejected by the congress whereas the Muslim league accepted it.
Which of the above statements are not correct?

(a) 1 only
(b) 2 only
(c) Both 1 and 2
(d) Neither 1 nor 2

We know that both the statements are incorrect, so we can go with option C since it would imply that "both 1 and 2" are incorrect. But the solution provided is D and the explanation provided is that both the statements are incorrect.
So what is the correct way to answer this question (C or D)?

  • Actually in the explanation it has been mentioned that both the statements are incorrect. And in the same test (ie. number 19 of vision) there is another question(number 42) which follows the same scheme.

    Do you know of any previous year question in which such a scheme has been employed?
