I can only make an educated guess. In kharif crops, risk is more due to dependence on rainfall while for rabi crops, it is mostly irrigated. So less risk-> less premium.

Rabi crops are irrigation assured while kharif crop is natural rain dependent..so vulnerability is higher in kharif crop and Insurance is all about compensating for the sense of vulnerability .
