I don't remember much but there was no ethical issue (unless you are really digging for it - and then it is an issue of nexus and cronyism at a stretch). It was a legal issue.

Now as a construction engineer there is will be some conflict of interest because they have a set of obligations towards society and these may be moral in nature .

Now as a construction engineer there is will be some conflict of interest because they have a set of obligations towards society and these may be moral in nature .
So from this point.
It is not the engineer that is acquiring the land, but the State. "For the greater good". Engineer is doing his job on the land given by the State.
State is bound to compensate the landlosers. If compensation, as laid down by the laws and rules, is not provided, then the engineer, in his capacity as a conscientious citizen, can support the landlosers and fight for their compensation. He can get them in touch with the requisite NGOs or else petition the DM on the behalf of the landlosers.
