How Statutory Grants are different from Discretionary Grants ?

Laxmikant says

Statutory Grants- "Article 275 empowers the Parliament to make grants to the states which are in
need of financial assistance and not to every state. Also, different sums may be fixed for different
states. These sums are charged on the Consolidated Fund of India every year."


My doubt is while distributing Statutory Grants the Union Govt has discretion of granting different amount of funds to different entities isn't it same as discretionary grant ?
I agree that Statutory Grants are only allocated to those states that are financially in mess but is it the only difference ?

  • Na naa sir g..Aap confusiyaa rhe h.. read article 275 in original ..In last there is a proviso that if FC formed than No grants can be given by Prez by such order ..which effectively curbs Central govt discretion in giving such grants..as FC recommendations are Rule based..so not much discretion here for C..!!

    While A282 wali PC grants .. WAS fully discretionary..No such obligation of obliging FC recommendations etc.. that's Why so differentiated..
