Land reconstitution: read below para
Some years ago, i visited Ahmedabad as part of a learning trip to study something that is still spoken of as a special project in India - the development of the ring road around the city. Now, ring roads themselves are not new, we have seen these all over the country. But in A'bad they did something that no one else had done on a large scale - they built the road without land acquisition.
Usually, when a new highway is constructed, we evict those whose properties fall on the alignment, build the road and give the benefit of the new wide road to those whose properties are adjacent to the alignment. I.e., one set of people loses, and another set gains. Naturally, there is opposition to this, and the acquisition process gets stalled. KA has countless stalled projects like this. What Gujarat did is more fair. They took the entire area around the proposed road, calculated the area that is needed for the new infrastructure, and then reduced the landholdings of everyone by that fraction. The parcels were then re-distributed within the area, in rectangular plots with much better off-road infra too. Everyone liked it. The cost was almost zero.
Kerla model in context of socio economic inclusive growth. Where state has proactively invested in health, education and rural areas. Consequently ,kerla become a model to followed by other states to enhance living STD of their concerned subjects. While ,it may be a popular examples but in today's context ,when no policy can be implemted uniformly. We have to look States those have come across with out of box ideas. Some others are my favorite ;
-SHGs (women) are being utilized by IRCtC to provide healthy food in trains and income security to women. Certainly a out of box idea ,a sure shot to "Women empowerment "
-Bihar govt scheme 'giving cycles to girls' had bought thunderous results with increasing girls enrollment in schools with sustainability. Consequently ,' higher voter turn out 'from women , a phenomenon to be celebrated.
-CG PDS distribution model monitored by ICt to ensure 'food grain accessibility throgh ration shps ' to its real beneficiaries. It has been done through GPs and strict monitoring . Common it may sound to us ,but for those who had struggled hard to get their due to meet their ends for survival. Quite uncommon and proactive way of governance.
Ethics case study ,I found them in newspaper. We may quote them as " one of the way to solve an problem ; -communal conflict : once it pacified , bring both communities together and engage in activities like national anthem singing etc to dilute mistrust and show faith in humanity or cherish constitutional ideals. (Delhi police did in Delhi this yr ,on 26th Jan post riots and result was amazing .recently each of us must have read ,finally one community agreed to vacate conflict area and helped others to build their worship palace .)
- to improve upon work culture in a govt organization , same could be done in daily basis . singing ' National anthem ' collectively really brings instinct to do work efficiently. (Vaishali ,Bihar DM is doing it ,results were enough to be appreciated)

This is called 'land reconstitution'
A possible solution to land acquisition woes.
