Because In the Art 123 itself the exceptional situation is mentioned where Parliamentary procedure can be bypassed(SC merely reiterates it)
In our GS2 question, I believe the aspect which was required to be mentioned was that in Wadhwa case SC had said that people have constitutional right to question the re-promulgation of an ordinance(Land ordinance was repromulgated). See the language of the question, I think question wanted this, otherwise exceptions have nothing great to be mentioned in that answer, as one would already mentioned them while explaining 2 lines about Art 123.
