political instability and fragmentation among various countries has also led to low productivity in agriculture although there is huge potential if govt collaborate and also put in more scientific tecniques in agriculture

i dont think grasslands are naturally fertile for crops..mostly extensive agriculture is practised in these areas with lot of external inputs..if u compare them to river valleys in china india they are not that fertile..

Savanna biome is found on the fringe of the topical rain forest regions and due the migration of the ITCZ these areas experience Prolonged wet and dry season . Such grassland biomes are found in south-central african countries like Kenya , Uganda, Tanzania ,Madagascar, north and south american countries like Venezuela ,argentina , northern australia .
These area contains diverse type of soil and the main reason for the infertility of the area is the climate . In the wet season rainfall is high up to 180-200 cm and in dry season its almost nil . accompanied with the heat all year round the soil is subjected to intense leaching , and the nutrients are washed away very quickly during the rainy season .
Also the high heat and ground moisture in the wet season intensifies the aerobic bacterial activity in the soil , which decomposes material far more quickly then they are produced.
Forest fire in the dry season causes major damages to the vegetation , and prevents any humus to build up ,and simultaneously killing all the decomposes in the ground .
But owing to abundance in rainfall the grassland in rainy season takes a completely different look , and attracts the wildlife and birds which migrates away during the summer. Only shrubs and trees grows in the region which have adapted to the change in weather as well as protection from forest fire like growing deep roots to gain access to ground water, or coating the seeds to protect from fire.
With help of modern agri techniques like irrigation, fertilizers etc can bring change in the fertility , but primitive lifestyle of the people leaving here and political instability had created road blocks.
