-Zilla parishad chief is representing all the village panchayats etc,,not the towns and cities in the district - similarly u have corporation representatives headed by mayor or small towns have chief councillor.
These posts are like board of directors and DM is like the CEO of the district. However, in this case CEO is nt responsible to board of directors.
Ofcourse, the DM shall be under the elected representatives, but he is not. Why not? coz the centralised systems of governance with no respect for aspirations of local people. - DM is neither responsible nor accountable to these people, coz what can they do to him? nothing. - The schemes which DM implements are mostly coming from centre and state govts and he is responsible to them - The locals have little in terms of money and if at all drawing of schemes at local level, even this is led by DM only, coz he is the expert.
And of course legacy issues where governance in the district stops at DM. YEs, we are trying to dismantle this by social audits, more role for local governments etc,,but it will take time,,,
- at the district level there shall be district level planning committees and at times there has been chairman of DPC other than collector in some states,,, so there is some change
