As per 2015,language paper qualifying is 30%in each paper n 35%overall.so 2011same thiba. As far i hv heard in upsc. They check all papers simultaneously. Those who fail in compulsory their other marks r not displayed. So may b same case here

Prasant go for recheck in English n odia. Try for odia. Scope of increase of marks in there better. Pure bad luck for you. Other legal options may not be that fruitful. It's my view only from my previous experience.
