btw, anyone can give some points on this question - Ministry of external affairs seeks to recruit laterally. What will be the impact? Suggest more such reforms. (12.5 marks)
^^A few points that I can think of is: De-Merits: 1. Bureaucratic Challenges: (a)Opposition from IFS as it has been their turf traditionally, (b)Might lower their morale (c)Not enough co-operation from subordinates 2. Strategic Challenges:The career progression in the Foreign Service gives them ample exposure to witness/handle tricky & intense geo-political negotiations which might not have been experience by a person being recruited laterally from any other field 3. Lateral people can serve as apolitical think tank Merits 1. Specialists might be beneficial than Generalists 2. Infuse more professionalism and different out of the box thinking 3. The challenges mentioned above can also be acquired on the job 4. Increase competition and might prevent from bureaucrats from getting lax
These are some of the impacts that I could think of. Not sure if it is exam worthy.

Then write on following lines Pros: use of experts & Nri (generalist to specialist), shortage of manpower can be resolced, diverse workforce comparative adv, countries like US (who depend on such mechanisms) will consider India more seriously etc (u can think of couple more)
Cons: IFS losing its sheen, may delay decision making due to diverse opinions, since the outsiders will not be under direct control info is at risk of pilferage
Suggested reforms: decentralise foreign policy initiatives (greater role by states), also have a provision for lateral exit for IFS officers (to make the services lucrative), mechanism to reduce political interference
Yeah , they had given it . In addition , I had access to gs score , their one is also fanatastic. Which means all are more or less same Dont think too much bro, go and join anywhere but do go else you may able to save 10k or 15k but time and motivation cost are damn huge .so go and invest wherever u find worthy. The more choice we have, more indicive we become. U see our fellow members by now hqve written one or 2 tests already:)

Are they providing model answers/hints also ?
Dont think too much bro, go and join anywhere but do go else you may able to save 10k or 15k but time and motivation cost are damn huge .so go and invest wherever u find worthy.
