More likely due to 44th amended (or was it 42nd ,ahhh wtf) That (42 or 44) amd made it binding on preZ to heed to advice of cOm ,but nothing was dkne same in case of Gov.

However, the Courts have held that in a democracy, the Council of Ministers at State will be the de facto executives.
@devilanuj17 42nd Amendment made it binding on the President. The Janta govt's 44th Amendment was supposed to revert back to the older Glory of the President.
Unfortunately, Janta Govt did not fully restore the President's powers, but allowed the President to ask the Council to reconsider the decision, which if again passed back, will have to be complied by him.
