15600-39100 is the pay band means when some joins he/ she starts with 15600.
5400 is for Jr time scale, 6600 and 7600 are given after promotions.
Basic will be = 15600 + 5400 = 21000 Rs.
DA = 107% of basic = 22470 Rs.
TA ( if you do not avail office transport I.e. car etc ) = 3200 + DA component
HRA ( if you do not avail official residence) = 30% or 20 % or 10% of basic depends upon location
Other update allowance and duty allowance based on location and job.
