Agreed. But um, my point is limited- how can there be so much of a variation between the boards when all of them are given the same guidelines before the interviews commence? Isn't there a mechanism to check this anomaly, especially in the most coveted examination of the country?

It just means a lot of people took pub ad so according to the law of probability, so many are bound to be in top 25

I think because since the last two years,atleast 3 under top 10 (not to mention the topper), Divyadarshini and Haritha, had that optional, this is just an extrapolation.
