Generally, I have seen that they don't look for the answer but for the approach. And, in approach, I've seen one of the best strategies is to present solution as Long Term and Short Term.
We can try formulating the solution to above problem on these lines as - Short Term solution - Getting water using tankers, bore wells. Long Term - Building tanks for rain water harvesting, encouraging drip irrigation.
