Cabinet approves revision of ethanol price for supply to Public Sector Oil Marketing Companies
The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved the mechanism for revision of ethanol price for supply to Public Sector Oil Marketing Companies (OMCs) to carry out the Ethanol Blended Petrol (EBP) Programme.
The Constitution was adopted by the Constituent Assembly on November 26, 1949 and formally came into force on January 26, 1950. Almost three years later Dr. Ambedkar, who chaired the drafting Committee gave a speech on Conditions Precedent for the Successful Working of Democracy wherein he defined democracy ‘as a form and method of government whereby revolutionary changes in the economic and social life of the people are brought about without bloodshed.’ He went on list the essential ingredients of a working democracy: (a) absence of glaring inequalities; (b) presence of an opposition; (c) equality in law and administration; (d) observance of constitutional morality; (e) avoidance of tyranny of majority over minority; (f) a functioning of moral order in society; and (g) public conscience.
She glorified her life with the dignity of humble service and often said "What the poor need most is to feel needed, to feel loved. There are remedies and treatments for all kinds of illnesses, but when someone is undesirable, if there are no serving hands and loving hearts, then there is no hope for a true cure”.
The Preamble of our Constitution and its sections on Fundamental Rights and Directive Principles represent a national consensus on the society we wish to create. These stipulate a polity based on the principles of secularism, Socialism and democracy, seeking social, economic and political justice, providing for liberty of thought, expression, believe, faith and worship, equality of status and opportunity, and based on fraternity assuring the dignity of individuals and unity of nation.
How is this to be achieved?
The American philosopher educationist John Dewey observed, “Education is the fundamental method of social progress and reform. This it does in two ways; by guiding children towards new values and by assisting the development of intelligence in individual children and increasing society's potential for its own transformation.” Much the same was said by Nelson Mandela when he observed that ‘Education is the most powerful weapon which you can use to change the world.’

It is difficult to disagree with his blunt conclusion on page 287:
‘For a country to be secular, it is not enough that its Constitution is secular and its government respects all religions alike, or is equidistance from all religions, or does not give the status of State religion to any one religion. It is equally necessary that its society is secular and its individual citizens are secular.’
The author concludes the book (page 380) by urging that ‘secularism has to become a way of life, and mechanisms need to be established to translate it from a constitutional precept into an integral part of governance and public life.’ He amplified this in his B.G. Deshmukh Memorial Lecture in April this year:
‘A great deal remains to be done if secularism is to become a way of life in India. This will be possible only if there is real political, social and intellectual commitment to it and, the state and central governments, the political parties, the civil society and the media strive for it.’
Challages in "Payment banks" concept which might make it nonfunctional:
Both payments banks and small finance banks, two new beasts on India’s banking turf, will be required to maintain a capital adequacy ratio (CAR) of 15% with Tier I (consisting of equity and reserves) and Tier II (long term debt, among other things) ratios equally split at 7.5% each. This is far higher than the CAR of the so-called universal banks, which can dabble in many banking activities that payments banks and small finance banks are not allowed to. CAR is a measure of financial strength expressed as the ratio of capital to risk-weighted assets.
