Bhai, this is too much romanticisation. Obc cut off never goes beyond 4-5 marks below general. If there is EWS reservation in UPSC you can expect not more than 1-2 marks of relief.
I am not senior but according to instructions all answer of a single section have to be written at one go. It is clearly mentioned that if you do not follow the instructions the commission may take appropriate action.
