Cabinet committee? Aren't they appointed by the prime minister? Do you mean parliamentary committees instead? Aren't they all open ballot though?
Yes. Cab Comm are appointed and abolished by the PM.
Parliamentary committees are constituted under an Act of Parliament or Rules of Procedure and Conduct of Business. The standing committees are appointed/ elected every year by chairman of RS / speaker of LS.
