This is the first time I am going through Public Administration Material. I encountered a statement in Laxmikant on Page 6 in the 'Managerial View' Sub heading.
At the end it says " In developing countries like India, public administration has to be studied with the integral approach as 90 percent of the work originating at the clerical level is okayed at the top level --- that is why the 'clerk' or 'babu' is considered as the kingpin of Indian administration."
Can anyone tell me how the author came to this conclusion. How is he saying that this 'clerk' or 'babu' who is just an ordinary worker in an office is the kingpin when the decisions are taken by superiors ? In integral view , it is understood that all the functions of administration from top to bottom are undertaken by the administrator himself... How is this so-called inferior clerk becoming the kingpin... ? I didn't understand.
Kindly explain...
