Please, give advise for Post-Graduation ?

I'm from engineering background but I've taken optional public administration. I want to do post graduation, which can help me in UPSC preparation also.
I only want a very economical institute (i.e. low fees as well as hostel) like JNU. Please suggest such colleges, course, fee structure and admission procedures.

    i feel u better to join in IGNOU as it is affordable .

    I have already IGNOU in my mind and will go for it, if I don't get any other viable option.
