Sea Floor spreading concept of Hess is a misnomer, as no sea floor spreads and creates newer ocean surface beneath. It refers to a concept of convective cycle where there is upwelling of magma at axial ridges due to upward convective currents and there is simultaneous subsidence at covergent boundaries of plates usually at continent-ocean boundaries leading to mountain formation (orogeny) and Vulcanism.

In short ocean crust is subsumed at convergent plate boundaries and newer crust is created due to upwelling at divergent plate margins i.e. axial ridges.
