Following four things are clear:- 1.Pub. ad questions were unusually difficult and some were out of the syllabus. We can't contest difficulty level but INDEED CAN RAISE OUR VOICE AGAINST OUT-OF-THE-SYLLABUS-QUESTIONS 2.Many want to register their protest but we have not yet come on a SINGLE PLATFORM AND COLLECTIVELY SPEAK OUT. 3.U.P.S.C is a mighty body.Our judicial process is very tardy.We lack time and are even afraid of directly going against UPSC. 4.Time is running out quickly.We just can't remain silent and let the issue go unnoticed.
What I have done:-
Guys,I have made a facebook page and put our issue on it.I have also drafted a letter and put on that page.LIKING OF THAT PAGE WILL BE DEEMED AS SUPPORT FOR OUR CAUSE .WHEN THERE WILL BE A DECENT NUMBER OF LIKES,WE MAY,IN PERSON,GIVE THIS LETTER TO UPSC.Even a 100 likes will be okay.At least our letter will not be outright thrown into dustbin.
YOUR SUGGESTIONS TO IMPROVE THE CONTENT OF FACEBOOK PAGE OR THAT LETTER ARE VERY WELCOME AND WE CAN UPDATE ANY THING AS YOU WISH. BUT PLEASE UNDERSTAND THAT LET'S DO NOT MISS THE GOOD,IN SEARCH OF BEST. Main idea is just to register our issue with upsc. Don't worry much about our procedure/method or content of letter. We have very limited time.
I KNOW HOPES OF GETTING JUSTICE ARE VERY LOW BUT PLEASE LET'S DO SOMETHING MORE THAN NOTHING.
U.P.S.C. will obviously not go care to go through our names . So don't fear in liking that page.Advertise that page in any way you can, bring your more and more friends.

Subject: Humble entreaty to draw your attention towards our concern regarding Public Administration Mains Examination (2014)
Respected Chairman and Members,
We, the undersigned aspirants of Union Civil Services, humbly beg for your precious time and attention to bring to your notice our mutual concern. On the basis of our limited understanding, all of us feel that a considerable content of Public Administration question papers (2012, 2013, 2014) seems to be out of even a widely interpreted ambit of notified syllabus. This seems to be especially true in case of PAPER 1.We are afraid that our perception may be incorrect.
We beg that, you may, kindly take note of our shared concern and if you find our perception valid, please consider providing suitable recompense to Public Administration (2014) examinees for the loss of marks carried by questions, that are, as per your wisdom, out of syllabus. We further plead with you to consider amending/enlarging the Public Administration syllabus for preclusion of such matters in future.
We pray that you will find our concerns justified and consider addressing them suitably.
We are extremely grateful to you, for having perused this entreaty.
