  • Isp should be impartial while dealing with internet traffic.other issues are balkanisation and multi stakeholder vs multi lateral approach.although upsc may not any question related to net governance.
  • Why No ?
    • Protect smaller content provider
    • Content providers like Netflix, YouTube absorb most of the bandwidth. Their advertisement driven model based on infrastructure
    ○ Wired
    >Need more money for up gradation
    ○ Wireless
    > Spectrum is scarce

    Why Yes ?
    • Right of consumer
    • Right to Equality

    Remark
    • Some share of Taxes on content provider should included into USOF so that it help in infrastructure development & Net Neutrality be maintained
  • Why needed
With 80 per cent of global internet traffic going through U.S. servers, there is a problem.

India to suggest renaming of Internet as ‘Equinet’

Russia, China, Iran and India want multi-lateral management for the Internet, rather than broader multi-stakeholder management,
Again tussle in India Ministry of Communications and Information Technology wants (“multi-stakeholder” model) while MEA wants multi stakeholder approach Official stand)
  • @jatsab That's not 'net neutrality' as is understood. What you are talking about is 'internet governance.' Here we also need to add about stuff like ICANN, NSA espionage and Snowden, Equinet, social media, etc.

'Net neutrality' is primarily an economic issue, whereas 'internet governance' is a primarily geopolitical and security issue.

    Net neutrality
Internet service provider (ISP) should not priorities one type of traffic over others.
Example: In USA, AT&T, comcast etc. have oligopoly over broadband connection. Suppose, AT&T offered google CEO that I’ll display your website faster to my customers than yahoo/bing websites IF you pay *** $commission$=> in this case “net neutrality” is violated.
expert opine that India need not pursue net-netruality because we don’t have any oligopolies/monopolies ISPs. We should better focus on bringing down digital divide first.

ps: nothing we think is gonna come tomorrow. [-(

:\"> I was confused myself till recently. You're welcome. :\">
  • Government should first implement the National Telecom Policy-2012 goal of providing minimum 2mbps speed to qualify as broadband by 2016. And here we are stuck at 512kbps.
