Interview question: role of IPS/desirable reforms in the system

We all currently know the lackadaisical nature of Delhi Police that is currently making news in almost all national TV news channels. We also know how safe Delhi is for girls. I sincerely hope she recovers soon to lead a normal life like all the other girls. I pray to god for this.

At this stage, I remember one of the IAS aspirant ,while in UPSC interview, was asked once that if he is posted as an IPS officer in the less-safe area for women then what would he do?

Q.1
Here too we have many IPS aspirants , so what should we do / what reforms should be brought by us to tackle the menace of gang-rapes and such on women and girls if we are posted as an IPS officer in some sensitive area in terms of women safety?

Q.2
What should be done as a whole to avoid/tackle such low piece of acts of gang-rape?
What and which type of reforms should be brought so as to make our society safe for women?

You can answer either one or both of the above questions.

  • Increasing crimes against women firstly needs 'Gender Sensitization'; workshops to be carried out engaging as many police personnel as possible in collaboration with NGOs, social activists and Psychologists. There has to be more intense patrolling. The helpline numbers that are publicised about must also be functional enough. Time bound filing of the case be administered. Every police station/thana not just in Delhi but all over the country must have 'Women Cell' with women constables and higher rank officials too.
  • Really hoping and wishing that she survives! :/ Also hoping that thousand others who have been sufferers of such crime and other forms of harassment too get justice sooner than later. This has to be the wake up call for all of us as part of the society to be more respectful to women and not shy away from taking stern measures to ensure a safer environment for us. The patriarchal construct of the society has to, HAS TO give way towards the notion of 'equality' not just in letters but in spirit, in everyday state of affairs.

    Well, gender sensitization IS necessary ,I admit.
    But then I feel it is the need of the hour to alter the laws. I don't think such heinous act should be given any punishment less than death penalty.
    SCBA (Supreme Court Bar Association) filed a petition in SC asking SC Chief Justice to intervene on this shameful act. This is a good sign.

    I really was deeply disturbed when I got to hear the details of that girl. She must be going through so much of pain and psychological stress.
    I pray she gets the justice. I wish she gets the best medical treatment of the country and survives.

    I also propose the system by which a "Women Fighter cell" is made at district level.

    All women must be given a proper training of self-defense with the help of martial arts or something like that. They must be taught techniques how to save themselves from the culprits. They also must be taught how to respond to the assaults in the language of assault only so that any tom/dick and harry won't even dare to think anything negative thoughts.

    This way the number of tomboys would increase and hence the people like rapists would sit in a corner resting their otherwise useless body.

    It will give self-confidence to women.

    Good suggestions man. I am guessing this would be the counter questions for some of your suggestions.
    workshops to be carried out engaging as many police personnel as possible in collaboration with NGOs, social activists and Psychologists.
    The police are already overworked. Do you think there will enough time for attending workshops?
    There has to be more intense patrolling.
    There is a shortage of personnel for the existing activities. How to achieve intense patrolling when your numbers are less? Mind you, your existing constabulary are already overworked.
    The helpline numbers that are publicised about must also be functional enough.
    The phone numbers of SP and above officers are already publicized in most metros. Why is this method not working?
    Time bound filing of the case be administered.
    FIRs themselves are not being recorded. How to solve this issue?

    Yes, I too second that; its the judicial perspective,but since what u asked was with reference to the policing I quoted the suggestions in accordance to that. Your second suggestion is also outside the purview of policing; though some collaborative sessions with concerned NGO may be worked out for self defense.

    Yes, you rightly pointed out the loopholes in effective implementation of the ideas I mentioned earlier. We do need to recruit more number of officers and other personnel; there is certainly a shortage given the density of the population of our country. Plus, there's a need to constantly do modifications in the whole system to cater to the needs of the changing society which does involve activities like gender sensitization; in fact to some extent contrary to what it appears these days, is being conducted by Delhi police( ref. Gender sensitization) but it has to be all pervasive not just in the capital but the whole nation. After all, women constitute half of our population and certainly not secondary to men but equal to them. Regarding helpline numbers; not the personal numbers of police officials but call centre kind of establishment it is. I think the number is 1091.But what is being heard largely these days seems to indicate that its not been that responsive; many a times they don't even pick up or the services are not so prompt.

    In reference to what I said not secondary to men..I must mention but yes large section of the society still believes in such archaic and obsolete notions and not been able to digest the fact that they too are now making their mark in every field and many a times better than men. This has also been cause for the rising frustration among some sections of the society.

  • I think one should learn to do their duty effectively...n fast track courts must be implemented...n law should be revised regarding rape cases ...n for this parliament session must be extended....to discuss...so many questions r der regarding this....why this is pending since 2006???...nwys changes in the way the society is plus law and order judiciary colloboration can heal upto some extent @sheen
