Polity Questions on FRs and Charges (Salary)

Guys, which FRs are available to citizens only and which available to both citizens and non citizens? I am asking because various sources have different answers.
Also, i was wondering whether salaries of central govt and state govt servants are charged from CFI/CFS or some other fund. What about Directors etc. of PSEs and Commissioners of various bodies? Their salary charged from CFI or some other fund ? Also, is there discussion and vote on their salaries? Well, i guess there will be no vote if charged on CFI or CFS.

If my memory serves right, equality before law and right to freedom of religion (i.e. practice) is applicable for anybody in India. Right to assemble, right to free speech are only for citizens.
It would be useful if you could provide the sources which provide conflicting information. We could analyze them.

Again if my memory serves right, only salaries of Prez, VP, Judges, CAG are 'charged' under CFI i.e. non-votable. For all other civil servants, the paycheck comes from department budget. For PSE employees it comes from the coffers of the PSE which is independent of the CFI.
Department budget is definitely put on vote. While how money is disbursed from the coffers of PSEs is independent of voting (part of MoUs). But how much money is to be sent to these coffers by the government is votable.
