if u have to choose thn always go for administratively correct option following the rule is the basic of administrative routine. nd i dnt think administratively correct option will ever be morally wrong
the correct answer to that is ... 'ask both to approach a doc and get an input about the urgency' ..(if the key is right)
from what i have learnt from seeing the key is that the answers should be honest, without showing any bias and not to influence other services like police etc just cause you are an administrative authority

for 2nd question i was also in dilemma when i gave pre this year
i dnt knw what option i did chose.
but now i think that the vaccine should be given to an asset/more productive to the nation
like if u have to chose b/w an IAS and a labor thn choosing IAS will be most correct option.
