Current Status of Kyoto and Montreal and role of India

Hi! Can someone please clarify the current status of the Montreal and Kyoto protocols and the role of India.
Also, what are the criticisms of the Kyoto protocol, as far as its implementation is concerned?

    I guess you know the basics like CFCs and HCFCs are under the phase out plan of Montreal Protocol but Hydro Fluoro Carbons that remained a possible alternative despite being a non ozone depleting substance has a High Global Warming Potential so countries like USA, Mexico and Canada are proposing for a move to eliminate HFCs citing it to be a potent greenhouse gas

    India has been vocal in protecting its significant chemical industry from restrictions. Its environment ministry estimates a ban could cost the Indian refrigeration sector 90,000 crore rupees (US$ 15 billion).Even though there is a funding for developing countries they are only for short term technology upgradation

    The alternatives to HFCs are mainly produced in richer countries such as the US and Japan, leaving less developed nations at a disadvantage also the technology available with the west must be borrowed upon. .

    India and the Gulf states argue that HFC emissions should be dealt with purely under the UN climate umbrella i.e.through Kyoto Protocol and the like (UNFCC) .

    KYOTO
    Kyoto protocol is at second commitemnt period 2013 to 2020 but it has not entered in to legal force..please note Kyoto is legally binding and US signed but not ratified,Canada left it and Andorra, South Sudan are not its members.
    There are two types of countries under the protocol tey are Annex 1 countries with 37 industrialized countries that are responsible for early industrial revolution they have set binding targets and most of the EU countires have achieved significant reductions ..on the other hand countries like Indian, China and other developing countries are non annex 1 countries with no fixed commitments in emissions reduction

    Criticism of Kyoto
    1.) US is one of the major emitters and non party to it is a huge concern..
    2.) Even in developing countries the emissions are continually increasing and since there is no fixed target, remains a problem
    3.) Recent scientific studies have led to a position where the cause of anthropogenic for the global warming is questioned and there is no clarity on the subject of climate change and its causes..these claims may impact the GHG emissions reduction commitment for the countries.
    4.) The second commitment period must be taken up immediately and many countries must come forward with suitable mitigation plans to control climate change.
