their demand are
1.question paper in all regional language(hindi bangla tamil kannad telgu etc.)
2.correct translation of question in other languages.
3.compulsory english in mains exam shld be of equal level as other indian languages are.this year 1600 hindi medium student appeared in mains and 1300 failed in english..even few english medium student also failed in comp. english.
4.sectional cut off marks in pree exam.
5.extend exam date.

Mains wali English demand is genuine.
Exam postpone ho jaye one month to maza aa jaye specially mains exam mein to 6 months ka gap hona hi chahiye.
And definitely question paper should be provided in all regional languages with correct translation. Sometimes, even English medium students get confused with "what exactly UPSC is asking?". Wrong interpretation --->wrong answer.
Of course, minimum knowledge of English is obviously needed even for Civil Servants because of the nature of job. They could test at any one stage , but not at every step prelims,mains and interview (some board members were asking to speak in English it seems !!). This is a greatest disadvantage for regional medium students especially rural aspirants.
