    Joint Consultative Machinery is a mechanism of grievance redressal and dispute settlement between Govt and govt employees from a employer - employee relationship point of view. It was started in India in 1966. Its purpose is to harmoniously resolve disputes for betterment of employees and better public service. It is non-statutory and mutually agreed.

    Havent heard of Staff Council. Do you mean Whitley Councils of UK? Where did you read about it?
