Resolutions passed by General Assembly are:- 1. Non-Binding. However some of the resolutions adopted by General assembly in matters internal to UN i.e. Budgetary Decisions are binding in nature. 2. Member nations can not veto resolutions. The General Assembly may also take action if the Security Council fails to act, owing to the negative vote of a permanent member, in a case where there appears to be a threat to the peace, breach of the peace or act of aggression. 3.Depending on the type of resolution they are passes by simple majority or two-third majority. 4.Member Countries- 193. 5. Two Types of resolution Substantive and Procedural Resolutions.
But On the other hand Resolutions passed by UNSC are:- 1. Resolutions are binding depending nature of resolution adopted. Resolutions are adopted by 15 members,the UN body charged with "primary responsibility for the maintenance of international peace and security". Its powers are outlined with United nations charter. It can appoint Peacekeeping Operations and authorize military action , international sanctions can be established. 2. Member Nations can veto resolutions. 3. Five Permanent Members USA, Russia, China, UK, France can veto. 4. Resolutions passed can be non-binding in nature. 5. Member Countries- Five Permanent Members and 10 elected non permanent members with two-year term.
Recently on the issue of Syria Russia and China Vetoed two times against resolutions adopted by USA and its allies on the issue of Regime change and ousting Syrian president but Russia and China is defending Syria on the premise of Principle of Sovereignty. Russia and China says they had learned the lesson from the issue of Libya where the nature of resolution adopted in UNSC and its implementation was different.
