An editorial piece has been written regarding reforms in civil services recruitment process. It is being shared across UPPSC linked social media in UP but not so much in national civil service preparation community. But the article is aimed for national reforms. The article contains some hard hitting suggestions for reforms in civil services' recruitment. Among suggestion for betterment of UPPSC it calls for declaration of prelims marks of unsuccessful candidates by UPSC after declaration of prelims result itself.

भारत में सरकारी भर्तियों को नियंत्रित करते नियम और प्रथाएं आधुनिक भारतीय युवा की महत्वाकांक्षाओं, समय की जरूरतों और तेज़ी से बदलती टेक्नोलॉजी से कदमताल नहीं करते उदाहरणतः उत्तर प्रदेश लोक सेवा आयोग इस 4G इन्टरनेट युग में भी अपनी विगत परीक्षाओं के प्रश्न पत्र न तो अपनी वेबसाइट पर उपलब्ध कराता है और न ही आरटीआई के माध्यम से देता है |फलस्वरूप अभ्यर्थियों को ये प्रश्न पत्र हार्ड कॉपी में ही खरीदने या मंगवाने पड़ते हैं | अन्य अजीबोगरीब उदाहरण में उत्तर प्रदेश लोक सेवा आयोग अपनी परीक्षाओं के अंतिम चयन परिणामों के बाद रिज़र्व मेरिट (वेटिंग लिस्ट) जारी नहीं करता | इस कारण मुख्य मेरिट के जो अभ्यर्थी नियुक्ति नहीं लेते उनके सापेक्ष पद भी रिक्त रह जाते हैं और मेरिट में अग्रिम अभ्यर्थियों को मौका भी नहीं मिलता | ये अदृश्य रिक्तियां भर्ती दर भर्ती कायम रहती हैं और फलस्वरूप कुछ पद सदा खाली पड़े रहते हैं | एक अन्य विचित्र प्रथा में संघ लोक सेवा आयोग, सिविल सेवा प्रारंभिक परीक्षा में असफल रहे अभ्यर्थियों के प्राप्तांक एक साल बाद उपलब्ध कराता है, अगले साल की प्रारंभिक परीक्षा होने से मात्र कुछ हफ्ते पहले | यदि असफल अभ्यर्थियों को अपने प्राप्तांक यथासमय पता चल जाएँ तो वे अगले साल की परीक्षा की बेहतर और सटीक तैयारी कर पाएंगे

For the first time perhaps, the issue of comprehensive civil services recruitment reforms has been raised by someone publicly. And the aspirant community is mum on it !! Only state PSC Facebook groups are reacting to it. Nothing on big level.
I see unsuccessful aspirants cribbing about UPSC not providing their prelims marks after prelims itself all the time. Well, there you have it. The good lady professor above has raised your issue. So why aren't you guys sharing it en masse on social media. Tweet it so much so that it reaches the ears of DoPT.

@root @ForumIAS At least make this thread an announcement thread so that it can be up there for all to see. Please...
