In the given Question it asked the reason for non-formation of dew on cloudy nights. The reason is warmer nights. Options c and d are ruled out for obvious reasons. a is eliminated because it says that clouds absorb radiation. Though this is true but in the given ques simple comprehension will tell that clouds absorbing radiation will lower the temperature (because there no mention of radiating back). So, though examiner should have used re-radiate instead of reflect in option b, it is the only option left to mark. This is how I arrived at the answer.
