Indian urban, educated youth nurtures a pathological disregard for the elected representatives... Conservative communitarianism vs. Rugged Individualism... It is understandable and the political fraternity plays a big role in making this impression... But that's a different debate altogether... There's a general fantasy of pitting crusading officers in shining armour saving the poor people from unethical leaders... Looks good in fairy tales, not in reality...
eg. in UP, Durga Shakti Nagpal got that mosque wall demolished in a poorly thought out action in 2013... and after her suspension she went to CM with her IAS husband and grovelled for respite !! The whole episode just highlights her poor sense of judgement... Elected govt. at state level can discipline any officer under its jusrisdiction- IAS or PCS... Read the rules... 'Collector' in her revenue collection duties and 'magistrate' in her 'law and order' duties are implementing state subjects only...
It's easy to blame everything on corruption and nepotism but difficult to appreciate how shrewd and wise officers negotiate the politico-social maze in Indian hinterland while never showing up on peppy youtube videos...
