    It is Defense Procurement Process

Now Defense minister can clear such deals when advised by Defese Secy upto 2000 cr, above this he has to take approval from Finance Minister.

The Defence Secretary too has now been given financial powers upto ₹500 crore to clear deals. Now major chunk of the procurements are approved within the Ministries. So now only deals of ₹3,000 crore and above would go to the cabinet committee on security headed by PM for approval.

Internally there are defense committees which see the requirement of equipments/artillery needed.
  • Upto 500 cr - Defence secretary
Upto 2000 cr - Defence minister through DAC (Defence Acquisition Council)
2000-3000 cr - Defence minister + Finance minister
More than 3000 cr - CCS headed by PM.

    It's comes under revenue expenditure.

How does it come under revenue expenditure and not capital expenditure?
