Tough paper than not many will score high and cutoff will not be high
It’s safe to prepare keeping in mind the paper will be very tough. Not leave any stone unturned. That’s the best strategy.

2017 paper was unconventional , and 2018 paper would be easy because every one will prepare tough and unconvetional , upsc will ask basic and facts. upsc will always goes against the masses
